Washington, DC (August 17, 2026) On Sunday, President Trump announced on social media that he would “substantially reduce” the joint military exercises between the U.S. and South Korea. In response to Trump, South Korea’s Presidential Office stated that it “hopes that the friendly relationship between the U.S. and North Korean leaders will lead to meaningful dialogue between the two countries, opening discussions aimed at advancing peace and stability on the Korean Peninsula,” while proceeding with the scheduled joint military exercises on August 17.
Despite serious concerns about the motivations behind Trump’s announcement, this presents a rare opportunity to de-escalate tensions and pursue long-overdue and urgently needed peace on the Korean peninsula.
“For over 70 years, the ongoing Korean War and escalating tensions have undermined security for 80 million people living on the Korean Peninsula and millions more throughout the Pacific. In the past, the United States has canceled and reduced joint military exercises to support efforts for dialogue and diplomacy. As the nation that is still at war with North Korea, the United States must act now to end its longest war and pursue peace, engagement, and diplomacy,” said Cathi Choi, Women Cross DMZ Executive Director.
War drills escalate tensions
The U.S. and South Korea have held joint military exercises for decades since the end of the Korean War. Past joint war drills have included the deployment of B-2 bombers designed to drop nuclear bombs, nuclear-powered aircraft carriers and submarines, and other weapons that cause significant harm to local residents and the environment in South Korea. The drills are based on operation plans that reportedly include pre-emptive strikes and “decapitation measures” against North Korea. These exercises are numerous and costly: A single exercise canceled costs U.S. taxpayers over $14 million and in 2014 alone, the U.S. ran over 100 joint drills that lasted 275 days.
Experts argue that joint military exercises create a more threatening security environment and elicit greater provocation, despite their purported role to deter North Korea. These highly provocative war exercises heighten military and political tensions on the Korean Peninsula, divert critically needed resources away from urgent human and environmental needs in both the United States and South Korea, and delay peace-building as promised in both the 2018 US-DPRK Singapore Joint Statement and the inter-Korean Panmunjom Declaration.
We have a limited window of opportunity for engagement
On August 15, South Korean President Lee announced his desire to end hostilities and laid out a policy of peaceful coexistence with North Korea. Recent public opinion polling also shows that the majority of U.S. voters support diplomatic engagement with North Korea. The U.S. should take this as an opportunity to re-engage a peace process on the Korean Peninsula.
U.S.-North Korea relations have been frozen since the failure of 2018-19 summits between the two countries’ leaders. President Trump’s existing relationship with North Korean leader Kim Jong Un and continued interest in engaging with North Korea create a unique window for diplomatic engagement. Kim said in September 2025 that North Korea would sit down with the United States if Washington sets aside denuclearization as the condition for talks and accepts peaceful coexistence. Proactive steps by the U.S. creates an incentive for North Korea to return to the diplomatic table. Preventing escalating conflict on the Korean Peninsula, establishing peaceful engagement, and ending seven decades of war requires getting back to the table with North Korea. Failing to take proactive steps and engage during this window of opportunity could leave the U.S. in an extended period of diplomatic freeze with North Korea like the 38-year absence of talks between 1954 and 1992. Peace cannot wait for another generation.
“Quakers have worked for peace on the Korean Peninsula since the Korean War, and in that time we have seen divided Korean families grow old waiting for it to end. Pulling back from these military exercises opens a small door. Whether anything comes from it depends on what this administration does next. We are advocating for the hard work of sitting down to talk,” said Austin Headrick, Public Education and Advocacy Coordinator at the American Friends Service Committee.

트럼프 대통령은 8월 16일 일요일 소셜 미디어를 통해 한미 연합 군사 훈련을 “상당 부분 축소”하겠다고 발표했다. 이에 대해 대한민국 대통령실은 8월 17일 예정된 연합 군사 훈련을 계획대로 진행하는 한편, “미국과 북한 정상 간의 우호적 관계가 양국 간의 의미 있는 대화로 이어져 한반도의 평화와 안정을 증진하기 위한 논의의 장이 열리기를 희망한다”는 입장을 밝혔다.
트럼프 대통령의 발표 배경에 대한 우려에도 불구하고, 이번 사안은 긴장을 완화하고 한반도에 오랫동안 지연되어 온, 그리고 시급히 필요한 평화를 추구할 수 있는 드문 기회를 제공한다.
‘위민 크로스 디엠지(Women Cross DMZ)’의 캐시 최(Cathi Choi) 사무총장은 다음과 같이 말했다. “70년 넘게 지속된 한국전쟁과 고조되는 긴장 상황은 한반도에 거주하는 8천만 명과 태평양 전역의 수백만 명의 안보를 위협해 왔습니다. 과거 미국은 대화와 외교 노력을 지원하기 위해 연합 군사 훈련을 취소하거나 축소한 사례가 있습니다. 북한과 여전히 전쟁 상태에 있는 국가로서, 미국은 이제 최장기 전쟁을 종식하고 평화, 교류, 외교를 추구하는 방향으로 행동해야 합니다.”
긴장을 고조시키는 전쟁 연습
미국과 한국은 한국전쟁 정전 이후 수십 년간 연합 군사 훈련을 실시해 왔다. 과거의 연합 전쟁 연습에는 핵폭탄 투하가 가능한 B-2 폭격기, 핵추진 항공모함 및 잠수함, 그리고 한국 내 지역 주민과 환경에 심각한 피해를 주는 기타 무기들이 동원되었다. 이 훈련들은 북한에 대한 선제 타격 및 ‘참수 작전(지도부 제거 조치)’ 을 포함하는 것으로 알려진 작전 계획에 근거하고 있다. 이러한 훈련은 횟수가 잦고 막대한 비용이 소요된다. 훈련을 한 차례 진행할 때마다 미국 납세자 부담으로 1,400만 달러 이상의 비용이 발생하며, 2014년 한 해에만 미국은 총 275일간 100회 이상의 연합 훈련을 실시했다.
전문가들은 연합 군사 훈련이 북한을 억제한다는 명분에도 불구하고, 실제로는 더욱 위협적인 안보 환경을 조성하고 북한의 더 큰 도발을 유발한다고 지적한다. 이처럼 매우 도발적인 군사 훈련은 한반도의 군사적·정치적 긴장을 고조시키고, 미국과 한국 모두에서 시급한 인도적·환경적 문제 해결에 쓰여야 할 필수 자원을 낭비하게 하며, 2018년 미·북 싱가포르 공동성명과 남북 판문점 선언에서 약속한 평화 구축 과정을 지연시킨다.
교류를 위한 기회의 창은 제한적이다.
8월 15일, 한국의 이재명 대통령은 적대 행위를 종식하겠다는 의지를 밝히고 북한과의 평화 공존 정책을 제시 했다. 최근 여론조사에서도 미국 유권자 다수가 북한과의 외교적 관여를 지지하는 것으로 나타났다. 미국은 이를 한반도 평화 프로세스를 재개할 기회로 삼아야 한다.
미북 관계는 2018~2019년 양국 정상회담이 결렬된 이후 얼어붙어 있다. 트럼프 대통령과 김정은 북한 국무위원장 간의 기존 관계 및 북한과의 관여에 대한 지속적인 관심은 외교적 대화를 위한 특별한 기회의 창을 제공한다. 김 위원장은 2025년 9월, 미국이 비핵화를 대화의 전제조건에서 배제하고 평화공존을 수용한다면 미국과 마주 앉을 의향이 있다고 밝혔다. 미국의 선제적인 조치는 북한을 외교 테이블로 복귀하도록 유인하는 계기가 될 것이다. 한반도에서의 갈등 고조를 막고 평화적 관여를 정착시키며 70년 이어진 전쟁을 끝내기 위해서는 북한과 다시 대화에 나서야 한다. 이 기회의 창을 활용해 선제적으로 나서지 않는다면, 미국은 1954년부터 1992년까지 38년간 대화가 단절되었던 시기처럼 북한과 장기간의 외교적 교착 상태에 빠질 수 있다. 평화는 다음 세대까지 미룰 수 있는 문제가 아니다.
미국 퀘이커 봉사위원회(AFSC)의 공공 교육 및 옹호 활동 코디네이터인 오스틴 헤드릭(Austin Headrick)은 다음과 같이 말했다. “퀘이커 교도들은 한국전쟁 이후 한반도 평화를 위해 노력해 왔으며, 그동안 우리는 분단된 가족들이 전쟁의 종식을 기다리다가 노년이 되어가는 모습을 지켜봐야 했습니다. 연합 군사 훈련을 중단하는 것은 한반도 평화에 작은 문을 여는 일입니다. 그 문을 통해 어떤 결과가 나올지는 현 행정부가 다음에 어떤 조치를 취하는가에 달려 있습니다. 우리는 마주 앉아 대화하는 어려운 과정을 밟아나갈 것을 촉구합니다.”
